Effie B. Foster, 79 of Fort Gibson, OK, departed from this life on March 31, 2017.
Visitation will be held from 3:00 until 8:00 pm on Tuesday, April 4, 2017, and funeral services will be held at 2:30pm on Wednesday, April 5, 2017 at Bradley Funeral Home in Muskogee.
Effie was born in Fort Gibson on September 5, 1937 to Edward (Bill) Raines and Phoeba (Thouvenel) Raines. She was the second of four daughters. She graduated from Fort Gibson High School in 1954 and married Dean Foster in February of that year. To this union were born three daughters; Deanna, Susan, and Stacey.
In 1974, Effie was at the beginning of a new trend: adults with families entering college for the first time. She majored in English and Art Education at Northeastern State University in Tahlequah. After graduation in 1979, she taught school at Cave Springs School in Bunch, OK for two years.
After becoming widowed in 1980, she began working on her dream of having a place where people with disabilities could live and work without fear of discrimination. In 1981, she established the Oklahoma Production Center for the Developmentally Disabled, Inc., a small sheltered workshop in Tahlequah. OPC would grow into a well-respected non-profit organization where she would serve as Executive Director until her death.
Effie is survived by three sisters, Maxine Woods, Mary Benge, and Debbie Murray; two daughters, Deanna Perry and Susan Smith; two grandchildren, Daniel Perry and Miracle Smith; great-grandchildren, Danielle Perry, Amanda Perry, Israphel Perry, Adam Perry, and Allegra Smith; six nieces and nephews, Edward Turney, Cindy Raines, Donna Wilson, Joe Benge, Jr., Fred Benge, and Rhonda Dunn; numerous other relatives and the staff and trainees of the Oklahoma Production Center.
Effie is preceded in death by her parents; a niece, Beverly Benge Slape; her husband, Dean Foster; and a daughter, Stacey Foster.
Honorary pallbearers will be Jerrod Trammel, Don Trammel, Kevin Edmondson, Chip Pearson, and Brandon Mott.
